The following supplementary provisions on issues concerning investment in cinemas by Hong Kong and Macao service providers in the Foreign Investment in Cinemas Tentative Provisions （State Administration of Radio， Film and Television， Ministry of Commerce and Ministry of Culture Order No. 21） and the annex are hereby formulated in accordance with the Supplementary Agreement to the and the Supplementary Protocol to the approved by the State Council， in order to promote the development of economic and trade relationship between the mainland and Hong Kong and Macao and to encourage Hong Kong and Macao service providers to establish enterprises that engage in film screening business in the mainland：
1. Beginning from 1 January 2005， Hong Kong and Macao service providers are permitted to build， renovate and operate cinemas in the mainland in the form of equity or cooperative joint ventures or wholly-owned enterprises.
2. “Hong Kong and Macao service providers” specified in these Provisions shall satisfy the definition of “service provider” and the requirements of the relevant provisions in the Mainland/Hong Kong Closer Economic Partnership Arrangement and the Mainl
